It says it's downloaded and purchased 

I just dont have it when I load the game

First, let's try the following:

• Highlight The Sims on the dashboard
• Press the Menu button on the controller
• Select "Manage Games and Add-ons" 
• You should see an option here to "Install" your DLC
  
  

If you're still being prompted to purchase this DLC, you can look over the purchase history on your Xbox to verify that you're logging in with the same Xbox account this pack was originally bought on.
