Practice painting in a neighbor's town. I don't have any neighbors except for the built-in one; and I don't see an easel. Does anybody know where there is one at?

As ErinPW said, your ID is sensitive info and should not be shared publicly. You can only add neighbours via Facebook.
Your player ID can’t be used for neighbors. In fact this ID is as sensitive information as passwords and should not be posted in public places like forums.
You could edit your post and remove the ID. Hope, this doesn’t sound rude 😕We can add other players as friends on Facebook, so they show up as neighbors.
The EA account, Game Center and Google Play are great for saving to the game’s cloud. But friends at these accounts don’t show up as neighbors.The smaller house behind the Art Gallery has one at the upper story.
