MC Command Centre - Spawning Babies and Horses

Sorry not sure what has happened but I couldn't enter any text in original post and when I've tried to edit and/or delete it doesn't seem to be working.

I play my save with neighbourhood stories off as I like complete control across all households. I have noticed recently that several of the households (across both played and unplayed) have suddenly had random babies (and in one case foals) spawned. The only reason I can think would be MC Command Centre but I have this set to prevent any such modifications or at least I believe I have.  

Can anyone suggest anything I need to check on to ensure there isn't a setting I may have missed.
